Mr. Soso Giorgadze, Chairman of the National Intellectual Property Center of Georgia – “Sakpatenti”, presented the report on the activity of Sakpatenti at the session of the EU Integration Committee of the Parliament of Georgia.
The Chairman of Sakpatenti introduced to the Committee members information on the work carried out by the Office during the previous and the current years.
Mr. Soso Giorgadze discussed exhaustively the reforms implemented in the intellectual property field, achieved results and the future priorities of the Office. Special emphasis was placed on the involvement of Sakpatenti in the European integration process, including the steps aimed at maximum approximation of the IP legislative framework and practice with the EU standards.
In the context of the EU integration, Mr. Soso Giorgadze highlighted that Sakpatenti works actively on fulfillment of the obligations defined by the Directives of the European Parliament and of the Council, which covers alignment of the legislation of Georgia in the intellectual property field with the European standards, as well as enhancement of the protection and enforcement mechanisms.
In the report, Sakpatenti Chairman discussed in detail the legislative amendments implemented by the Office in the field of enforcement of law in 2023-2025. In particular, with the authorship of Sakpatenti amendments were made to a number of laws, among these: the Patent Law of Georgia, the Law of Georgia “On Copyright and Related Rights”, the Law of Georgia “On Design” and the Trademark Law of Georgia. In addition, the Parliament of Georgia adopted two new laws prepared by Sakpatenti: the Law of Georgia “On Appellations of Origin of Goods and Geographical Indications” and the Law “On Patent Attorneys of Georgia”.
As Mr. Soso Giorgadze noted in the report, close and active cooperation of Sakpatenti with the EU institutions is important, including the European Patent Organisation (EPOrg), the European Union Intellectual Property Office (EUIPO) and the World Intellectual Property Organization (WIPO), which, in his words, considerably facilitates integration of the intellectual property system of Georgia into the European area and increases the international reputation of the country.
Mr. Soso Giorgadze introduced to the Committee members the project implemented with active cooperation and support of WIPO – the international master’s program “Intellectual Property, Innovation, and Entrepreneurship”, which was implemented in Georgia based on the Memorandum signed between the Kutaisi International University (KIU), Sakpatenti and WIPO and which has no equivalent in the region.
In the report Mr. Soso Giorgadze spoke about the initiative of the Prime Minister of Georgia, according to which, a modern technological hub will be established in Kutaisi, in the former Parliament building, where Sakpatenti’s Education and Training Center will be located. He noted that this centre will unite all areas related to the dissemination of knowledge in the intellectual property field and will be equipped with modern, innovative technologies.
The Chairman of Sakpatenti once again expressed gratitude to the Parliament of Georgia for the legislative support of the reforms carried out at Sakpatenti. He also emphasized the importance of the newly adopted Law “On Patent Attorneys of Georgia”, which has laid down the foundation for a new, modern institution focused on professional development, reliability, introduction of novelties and better protection of rights of intellectual property owners.
