2025 Qualification Examinations for Patent Attorneys of Georgia – Statistical Overview

By Order No. 327 dated 29 September 2025, the Chairperson of the National Intellectual Property Center of Georgia (“Sakpatenti”) appointed the first qualification examinations for patent attorneys of Georgia in the general and trademark specializations.
During the registration period for the examination – from 1 October to 14 November 2025, inclusive – a total of 47 applications were submitted: for the trademark specialization – 42, and for the general specialization – 5 applications. Due to non-compliance with the qualification requirements, 3 applications were rejected.
Accordingly, a total of 44 applicants successfully completed registration for both specializations. Prior to the examination, 2 applicants requested to cancel their registration for the examination, which was granted.
The qualification examination in both specializations were conducted in two stages: Stage I – a multiple choice question test exam held on 29 December, and Stage II – a case based written exam held on 13 December.
At Stage I of the examination, out of the 42 invited applicants (trademark specialization – 40, general specialization – 2), 40 applicants attended the examination (trademark specialization – 38, general specialization – 2).
At Stage I of the examination, 32 applicants (80%) scored 35 points or more and proceeded to Stage II (trademark specialization – 30 applicants, general specialization – 2 applicants). Eight applicants did not meet the minimum competency threshold.
The average score out of a maximum possible 50 points at Stage I was 38 points for the general specialization and 38.6 points for the trademark specialization. The highest score recorded was 40 points for the general specialization and 49 points for the trademark specialization.
At Stage II of the examination, out of the 32 invited applicants (trademark specialization – 30, general specialization – 2), 30 applicants attended (trademark specialization – 28, general specialization – 2), while 2 applicants did not attend.
Out of the 30 applicants, 28 (93%) scored 25 points or more, meeting the minimum competency threshold in the written examination, including 26 applicants in the trademark specialization and 2 applicants in the general specialization. Two applicants did not meet the minimum competency threshold.
The average score out of a maximum possible 50 points at Stage II was 34 points for the general specialization and 35 points for the trademark specialization. The highest score recorded was 41 points for the general specialization and 46 points for the trademark specialization.
Regarding the examination results, a total of 3 appeals were submitted, which were considered by the Complaints Review Committee on Patent Attorneys’ Qualification Examination Results; none of the appeals were upheld.
On 29 December 2025, the Qualification Examination Commission approved the final results of the 2025 qualification examination for patent attorneys of Georgia. Certificates confirming the successful passing of the qualification examination were issued to 28 candidates.
